Speaker Bios:

William P. Butz is the President and Chief Executive Officer of the Population Reference Bureau. He is an experienced survey director, applied econometrician, statistical system administrator, science policy executive, and policy adviser. Prior to joining PRB in 2003, he was a senior economist at RAND. Prior to joining RAND, he served as Division Director for Social and Economic Sciences at the National Science Foundation in Washington, D.C., between 1995 and 2001. As Associate Director for Demographic Programs at the U.S. Census Bureau between 1983 and 1995, he was responsible for the development and implementation of numerous surveys, as well as the Census Bureau’s extensive international research, training, and technical assistance programs.

FaithMitchell1M. Faith Mitchell, Ph.D. is the Chairman of the Population Resource Center’s Board and the Senior Program Officer for the Institute of Medicine within the National Academies. Previously, she was Deputy Director of the Division of Behavioral and Social Sciences and Education at the National Research Council (NRC). Prior to her position at the NRC she was Senior Coordinator for Population at the U.S. Department of State. She has been a Program Officer at the William and Flora Hewlett Foundation and the San Francisco Foundation. She serves on the Board of Directors of Pathfinder International and is on the Advisory Board of the University of Michigan Population Fellows Program. Dr. Mitchell was a member of the U.S. Delegation to the International Conference on Population and Development in 1994.

Linda JacobsenLinda A. Jacobsen, Director of Domestic Programs at the Population Reference Bureau, Dr. Jacobsen is a member of the Committee on Applied Demography of the Population Association of America, and the Board of Directors of the Association of Public Data Users. She also served from 1995 to 2001 on the Census Advisory Committee of Professional Associations. Prior to joining PRB in 2005, Dr. Jacobsen served for 10 years as Senior Executive and Chief Demographer for two leading marketing information companies, Claritas and MetroEdges. Prior to joining Claritas, she was research director at American Demographics magazine for three years. From 1983 to 1992 she acquired nine years of research and teaching experience in sociology and demography as a faculty member at both Cornell University and the University of Iowa. She holds an M.S. and a Ph.D. in sociology from the University of Wisconsin-Madison, and a B.A. in sociology from Reed College.

Marlene Lee, Ph.D., is a senior policy analyst in Domestic Programs at the Population Reference Bureau. Dr. Lee’s work at PRB includes analysis of the science and engineering workforce, the economic and physical well-being of children across the U.S. and related issues. Throughout her research career, she has investigated the relationship between work and poverty, examining the implications of these dynamics for race and ethnic subpopulations. Her publications include scholarly articles, book chapters, and reports on self-employment, the transition from welfare to work, microcredit as an earnings strategy, and elderly immigrants in the United States. She holds degrees in comparative literature, public policy analysis, and sociology and has a Ph.D. from Cornell University. She has previously been on the faculty of the University of Wisconsin-Madison and Louisiana State University, and has served as an associate director in the U.S. Peace Corps.

Carlos RestrepoCarlos Restrepo, Ph.D. is a research scientist at the Wagner School’s Institute for Civil Infrastructure Systems (ICIS). His main areas of research include infrastructure security, environmental quality and public health, and environmental policy. In the area of infrastructure security his work has concentrated on analyzing outage and failure data in the electricity and oil & gas sectors, and studying interdependencies among infrastructure systems. Carlos is also project manager for the ICIS component of the South Bronx Environmental Health and Policy Study.

Steve SindingSteven W. Sinding is the former Director General of the International Planned Parenthood Federation (IPPF), a position he assumed in 2002. Previously, Dr Sinding was Professor of Clinical Public Health at the Mailman School of Public Health of Columbia University, a position he assumed in September 1999. From 1991 to 1999, Dr Sinding served as Director of the Population Sciences Program at the Rockefeller Foundation and in 1994 he also served as a member of the United States Delegation to the International Conference on Population and Development (ICPD) at Cairo and the 1999 Delegation that prepared for the Special Session of the U.N. General Assembly to review the Cairo Program of Action. Prior to joining Rockefeller, Dr Sinding was a Senior Population Adviser to the World Bank following a 20-year career at the U.S. Agency for International Development.

de la Garza2Rodolfo O. de la Garza joined Columbia University in the fall of 2001 as a professor of political science. He is also leading the Project on Immigration, Ethnicity, and Race, which is a part of Columbia's Institute of Social and Economic Research and Policy. In addition to his appointment in the Department of Political Science, de la Garza will continue his work for the Tomás Rivera Policy Institute, a think tank housed at California's Claremont Graduate University that conducts policy research on issues affecting Latino communities. De la Garza is a vice president of the Institute, which will now have affiliations with Columbia, Claremont, and the University of Texas, Austin.

joseph chamie2Joseph Chamie is the Director of Research for the Center for Migration Studies, and the former director of the Population Division, Department for Economic and Social Affairs, United Nations Secretariat in New York. He spent 25 years with the U.N., both overseas and at its headquarters in New York, where he was responsible for a variety of activities, including: estimates and projections of population; assessing national population Territories Global demography trends, South and Western Asia, population and development analysis and policies; analysis of demographic trends; population and development issues; and contributing to international conferences on population and development. He also served as deputy secretary-general for the 1994 International Conference for Population and Development.
